Public notice is hereby given that

the Village of Elm Creek, Nebraska

invites sealed bids for furnishing

necessary equipment, labor, mate-

rials and incidentals to complete

Sunrise Street Improvements -

Bid A, Water/Sewer. Sealed bids

will be received by the Village

Clerk, 535 W Boyd Avenue, Elm

Creek, NE 68836 until 2:00 pm lo-

cal time on July 24, 2019. Sealed

bids will then be publicly opened

and read aloud.

Scope of Work: Project includes

construction of approx. 550 ft of 8"

sanitary sewer, 520 ft. of 6" water

main, seeding and associated

work.

Bids shall be submitted to: Mrs.

Wendy Clabaugh, Village Clerk,

P.O. Box 130, 535 W Boyd Avenue,

Elm Creek, NE 68836.

Bids shall include: Bid Bond in

the amount of 5% of the total base

bid. Certified check, cashier's

check or bid bond made payable to

Owner.

Selected bidder shall supply:

Performance Bond and Payment

Bond in the amount of 100% of the

total base bid.

With the absence of a minister,

the Council held a moment of si-

lence. Two Girl Scouts from Troop

854 led the Council Members and

audience in the Pledge of Alle-

giance. Mayor Clouse announced

that in accordance with Section

84-1412 of the Nebraska Revised

Statutes, a current copy of the

Open Meetings Act is available for

review and is posted on the wall of

the Council Chambers. Stanley A.

Clouse, President of the Council,

called a regular meeting of the City

Council to order on June 25, 2019

at 5:30 p.m. with the following

Council Members responding to

roll call: Randy Buschkoetter,

Bruce Lear, Tami James Moore,

and Jonathan Nikkila. Absent:

None. City Clerk recorded the min-

utes. Administrative personnel were

also present. Notice of the meeting

had been given according to law.

Mayor Clouse welcomed and

recognized Olympian Katie Philpot.

There was no Unfinished Busi-

ness.

Public Hearings:

1. Council conducted and closed

the public hearing on the applica-

tion submitted by Miller & Associ-

ates for NP Land Development Inc.,

a Nebraska Corporation, to rezone

from District AG, Agricultural Dis-

trict to District R-1, Urban Residen-

tial Single-Family District (Low

Density) for property described as

a tract of land being part of the

Southeast Quarter of the Northwest

Quarter, and part of Government

Lot 2, also known as the Southwest

Quarter of the Northwest Quarter of

Section 19, Township 9 North,

Range 15 West of the 6th P.M.,

Buffalo County, Nebraska (East of

Avenue N, between 65th Street

Place and 67th Street). By unani-

mous vote suspended the rules re-

quiring the reading of ordinances

on three different days and placed

Ordinance No. 8348 on first reading

by number only. Ordinance No.

8348 was read by number. By

unanimous vote, Ordinance No.

8348 was passed, approved and

law and made available to the pub-
