cording to Chapter 14 of Nebraska

Administrative Code Title 129 - Ne-

braska Air Quality Regulations, that

the Department is proposing to is-

sue a construction permit to

KAAPA Grains, LLC (FID 2409)

forthe construction of new grain

handling equipment (Standard In-

dustrial Classification code 5153)

located at 4270 Turkey Creek

Road, Elm Creek, Nebraska 68836.

The anticipated change in emis-

sions of regulated air contaminants

in tons per year (tpy) due to the

proposed construction and revi-

sions at this facility will be: 22.45

tpy of Particulate Matter (PM);

-3.87 tpy of PM < 10 microns

(PM10); -19.81 tpy PM < 2.5 mi-

crons (PM2.5); 0.07 tpy Sulfur Di-

oxide; 32.47 tpy Oxides of Nitro-

gen; 9.74 tpy Carbon Monoxide;

0.64 tpy Volatile Organic Com-

pounds; 0.21 tpy of Hexane, and

0.22 tpy total Hazardous Air Pollu-


Buffalo County meets the Na-

tional Ambient Air Quality Stand-

ards (NAAQS) for those pollutants

subject to a NAAQS and is ex-

pected to continue in that status.

No impact is anticipated on habitat

for any rare or threatened species.

sue a construction permit with spe-

cific conditions, based on Title 129,

which requires the use of control

equipment; limits PM, PM10, and

PM2.5 emissions; establishes op-

erational limits; and specifies rec-

person or group of persons, may
